They need a system that gives monthly allotment based provisioning. If they base it on donations/rank to encourage members to donate & be more active otherwise SOME PEOPLE… will only hit minimum donations/requirements levels that the fleet requires for opening up provisioning. The main thing is some people deserve allot more/less then they are privileged to & that’s just not fare a fleet should be able to set a variable based on rank/donation level to stimulate more interaction.
Another great thing that would promote more interaction with the fleet & community would be a system that gives more marks for playing with other fleet members to get those recluse people out of their caves working with there fleet/other fleets more.
This would make the game allot more fun & to quote the devs its a community game & the community is what matters (other then making more $ to make more STO content & keep cryptic running of course)

Great show guys. I’d like throw in my thoughts about the new Dilithium Mine from the point of view of a tiny fleet with fewer than five contributing members.
The great thing about the Dilthium mine is that the upgrade projects for the Mine itself don’t actually cost Dilithium, but rather require Dilithium Mine Provisions. These provisions are purchased with fleet credits. In a small fleet the contributions are concentrated among fewer characters, resulting in the members having an abundance of fleet credits and very little to spend them on. The Dilithium Mine is a way to contribute some of those fleet credits back to the fleet in a meaningful way.
I also feel that the discounts are actually the mint frosting on the cellular peptide cake, the real meat comes in the form of the Fleet Warp Cores and Engineering Consoles which you can unlock at Tier 1 of the Development and Trade Tracks, which are easily obtainable even by tiny fleet.
All in all I feel that this new holding has a lot to offer a small fleet.

I think that instead of a new fleet holding to help small fleet transfer contributions between fleets as suggested by Tony; I think that an invite system would be better…
If you had the ability to temporarily assign (invite) someone to your Fleet where if they accept they then see and have access to all your Fleet holdings.
Players could then easily contribute to other fleets to gain fleet credit and maybe even purchase ships without actually leaving their current fleet.
The system could be setup that you automatically leave once you sign out or press ‘Terminate Fleet Assignment’ button somewhere on the UI.
This would allow a lot more cooperation between players and fleets and I would think would require a lot less backend systems work.
To manage what players can and cannot do using this invite system, Cryptic could add another ‘rank’ to the current Fleet system where there will be options and limits to control what is and is not allowed.
This could then mean that time spent on the next fleet holding could be spent towards maybe a colony that you help build up, and maybe even defend in Fleet missions?!
