On the subject of ship build testing I recommend Of Bajor and The Other Side.
One of the early mini mission from Of Bajor sends you to holosuite for ship combat training against the Jem’Hadar. Choose “Scrutinizing Starships”, this program will send you against a sequence of three Jem’Hadar ships: First a Heavy Escort, then a Battleship, and finally a Dreadnaught. For the fight against Jem’Hadar Battleship, a NPC ally will warp in and assist you, which offers a chance to also test you healing effectiveness. The shortness and simplicity of this scenario offers great control and repeatability which makes for great pairing for combat parser. It is very important that you exit the simulation after defeating the second ship as destroying the third ship will complete the mini mission and you’ll have to restart Of Bajor to conduct more testing.
The Other Side offers a much messier testing environment, as your NPC allies are meant to fight against infinite waves of ships from Terran Empire, which makes this place a great environment to test your AOE powers and crowd control abilities.
There are of course many foundry missions that are designed for testing/training space and ground combat, but I haven’t tried any of them.

I’m not very keen on being the guy who answers his own question, but over the weekend I got one of the new doffs from lock box who’s ability shines some inside on what to do with carrier’s commander tactical slot. It’s a security officer who increases Threat Generation for the targets of your Attack Pattern Delta. So those of you with the Dreadnaught carrier (or Recluse for that matter) should check out the exchange for new security officers.

I love the new episode, not so impressed with the q game. My joined trill is really enjoying her Kamarag over the veteran destroyer. The new mission really is as good Elijah says, truly superb.
